The source is this job listing. The workplace listed there says Ueda Nishimachi 4-5 (planned).
On the map above, Ueda Nishimachi 4 is the area where the park is located.
Just to be sure, I went to check it out.
All that was there were the park, Naruo Gymnasium, a pumping station, and a substation.

None of the facilities looked like they were going away anytime soon.
So it may not be this exact location. The wording “Ueda Nishimachi 4-5 (planned)” was a bit vague.
In any case, it seems certain that a Kura Sushi will be opening somewhere around this area.
From Here On, It’s Just Speculation
From here on, this is only speculation, so please take it with a grain of salt.
If the opening is in early December, construction would probably need to be underway already, so I looked around the area for any building that seemed likely.
The place that made me wonder was here↓
It’s the former Kojima Denki site, which closed in 2016. It’s along Rinko Line, next to Kirindo.
Recently, interior construction workers have been going in and doing something there, so things may become clear soon.
If Kura Sushi does open here, Hakodate Ichiba is right next door, so it could turn into a head-to-head matchup like the previous article about Big Boy and Volks near the Ashiya city border.

Wow, a new Kura Sushi opening is exciting, isn’t it?
There are currently two Kura Sushi locations in Nishinomiya: one along Route 2 near Sakura Shukugawa, and one along Rinko Line in Imazu. Both are open until midnight, which is really handy.
