It’s actually river improvement work on the Mukogawa River being carried out by Hyogo Prefecture.
It looks like the work will be finished by May, so it should be ready in time for the Mukogawa Bon Odori.

The work seems to be aimed at reaching a level that can withstand a major flood like the one that occurred on the Mukogawa River in June 1961. Because it’s such a large river, flood control is really important.
