It’s actually part of river improvement work on the Mukogawa being carried out by Hyogo Prefecture.
It looks like the work will be finished by May, so it should be done in time for the Mukogawa Bon Odori.

The work seems to be aimed at making the river strong enough to withstand a major flood like the one that occurred on the Mukogawa in June 1961. Because it’s such a large river, flood control is important.
